“It has become clear that stagnant water in distribution system storage facilities is an important cause of water quality deterioration in distribution systems. Microbial regrowth and decreases in disinfectant residuals are leading examples of water quality degradation. Considering the industry’s increasing concerns for maintaining and monitoring water quality throughout the distribution system, water utilities will need to address deficient mixing conditions as an element of integrated water quality management programs."
